Country Opinion Survey
The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Strategic Insights Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), and 21 countries in FY2020 (July 2019-June 2020). In FY2021, surveys were conducted in 36 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.

From March to May 2021, 494 stakeholders of the WBG in Mauritania were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the Office of the President/Prime Minister; offices of Ministers; offices of Parliamentarians; employees of ministries/ministerial departments/implementation agencies; Project Management Units (PMUs) overseeing implementation of WBG projects; consultants/contractors working on WBG-supported projects/programs; local governments; independent government institutions; the judiciary; state-owned enterprises; bilateral and multilateral agencies; private sector organizations; the financial sector and private banks; private foundations; NGOs and community-based organizations; faith-based groups; youth groups; academia/research institutes/think tanks; and the media.
Response rate was 70%.
The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’18 (response rate was 63%, N=321). Comparing responses across Country Surveys reflect changes in attitudes over time, but also changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. To reduce the influence of the former, the samples from FY ’18 and FY ’21 were weighted to have equivalent stakeholder groupings, allowing for more statistically reliable comparisons. Due to this weighting, mean ratings, percentages of respondents, and the total number of respondents in both years are slightly different from those of the original data reported in the FY’18 COS report and the non-weighted data presented in the FY’21 COS report.
