The World Bank Group Country Opinion Survey Program (COS) is an ongoing effort to systematically gauge and track the perceptions and views of the World Bank Group's clients and partners across the globe, over time. The survey data provide the institution with more in-depth understanding of the views of stakeholders on issues related to the World Bank's work on the ground (how it operates, its relationships, and its knowledge) and other development related issues. The program is overseen by the department of External and Corporate Relations, Business Intelligence Team. This collection hosts open, accessible survey data from 29 countries collected in FY 2012 (July 2011-June 2012), 41 countries in FY 2013 (July 2012-June 2013), 42 countries in FY 2014 (July 2013-June 2014), 35 countries in FY 2015 (July 2014-June 2015), 45 countries in FY 2016 (July 2015-June 2016), 35 countries in FY 2017 (July 2016-June 2017), and 39 countries in FY 2018 (July 2017-June 2018), 42 countries in FY 2019 (July 2018-June 2019), 21 countries in FY 2020 (July 2019-June 2020), 36 countries in FY 2021 (July 2020-June 2021), 23 countries in FY 2022 (July 2021-June 2022) and 30 countries in FY 2023 (July 2022-June 2023). All data will be regularly updated and more countries will be added as data become available.

From March 2023 to May 2023, a total of 244 stakeholders of the WBG in Serbia were invited to provide their opinions about the WBG’s work in the country by participating in a Country Opinion Survey (COS) . Participants were drawn from the Office of the President, Prime Minister, or Minister; government institutions; local governments; bilateral / multilateral agencies; the private sector; civil society; academia, research institutes, think tanks, and the media.
The response rate was 36.9%
Comparing responses across Country Surveys reflects changes in attitudes over time, as well as changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options are analyzed.
The survey was implemented in English and Serbian.

This year, the COS project utilized the Pulse Survey format, which is a shorter version conducted entirely online by the COS team. The list of respondents was identified and provided solely by the country team, which indicates a shift in the stakeholder composition compared to FY20. In the previous survey, at least 20% of the respondents were provided by a local fielding agency. These differences in the stakeholder composition between the two years should be taken into consideration when interpreting the results of the previous year's comparison analyses.
