The South African government has previously used racial classification as a tool in its official state policies to control its population. We examine the role racial classification and stratification has played in South Africa’s modern censuses. We show that by using racial classification in their policies against racial stratification the present administration dramatically improved their ability to capture the population in the most recent census, but that it remains to be seen whether or not this change will permeates throughout the country. 26
