These are official legal documents issued by the National Land Tenure Center. The lease contract specifies the long term lease granted to the holder by the state - it is thus a contract between the holder and the state. The interim land certificate is a legal document issued to land holders who participate in and have their land regularized confirming thier rights and obligations.
