You do not need to ask this question if it is obvious by looking around. But if, for example, the floor is covered with grass, you should ask what material is below the grass. If the material below the grass is of higher value (for instance cement), you should report the material underneath.
If the household has covered the floor with a CARPET, record the material underneath. An exception is only made for GRASS.
