Literal question

SI7A Ask to respondents in households where the household structure is owned. If household survey has already been completed ask only to respondents who responded 1 (own dwelling) to Q18 in section 3 of the household survey. Households that responded 2 (rent) to Q18 should go to Q15. If the household survey has not yet been completed, ask: Does the household own the dwelling?
