Abstract

The 2023 Multi-Sector Needs Assessment in Estonia presents findings from an interagency assessment conducted from September to October 2023 with Ukrainian refugees in Estonia. The assessment aimed to understand the profiles and priority needs of refugee households to inform the 2024 Regional Refugee Response Plan. Using convenience sampling, the assessment surveyed 557 refugee households. Data was collected through in-person interviews by the Estonian Refugee Council, UNHCR, and IOM Estonia. Key topics included health, protection, food security, education, livelihoods, child protection, mental health, information management, and basic needs. As a key source to guide the refugee response, the 2023 assessment provides insights into the experiences and urgent needs of Ukrainian refugees who have fled to Estonia.
