In this paper two sets of issues are addressed using panel data from the manufacturing sector of five African countries. The paper draws on work undertaken as part of the Regional Programme on Enterprise Development (RPED), organised by the World Bank and funded by the Swedish, French, Belgian, UK, Canadian and Dutch governments. First, the paper investigate how high the returns are to human relative to physical capital. Second, it examines the relative importance of technology and endowments of human and physical capital in determining differences in productivity and earnings across the countries. |
