The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank's clients, partners, and other stakeholders across the globe in client countries. The Public Opinion Research Group surveyed 29 countries in FY2012 (July 2011-June 2012) and 41 countries in FY2013 (July 2012-June 2013). In FY2014, surveys were conducted in 42 countries and in FY2015 - in 35 countries. Nearly all of the World Bank Group's client countries are surveyed in three year cycles.

Opinion leaders from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society.

From December 2014 to February 2015, 546 stakeholders of the World Bank Group in Zambia were invited to provide their opinions on the WBG’s assistance to the country by participating in a country survey. Participants in the survey were drawn from among the office of the President or Vice President; the office of a Minister; the office of a Parliamentarian; employees of a ministry, ministerial department, or implementation agency; project management units (PMUs) overseeing implementation of a project or consultants/contractors working on World Bank Group-supported projects/programs; local government officials or staff; bilateral/ multilateral agencies; private sector organizations; private foundations; the financial sector/private banks; NGOs/community-based organizations (CBOs); the media; independent government institutions; trade unions; faith-based groups; youth groups; academia/research institutes/think tanks; and the judiciary branch. A total of 304 stakeholders participated in the survey (56% response rate).

Citation requirement is the way that the dataset should be referenced when cited in any publication. Every dataset should have a citation requirement. This will guarantee that the data producer gets proper credit, and that analytical results can be linked to the proper version of the dataset. The Access Policy should explicitly mention the obligation to comply with the citation requirement. The citation should include at least the primary investigator, the name and abbreviation of the dataset, the reference year, and the version number.
