The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank's clients, partners, and other stakeholders across the globe in client countries. The Public Opinion Research Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), and 39 countries in FY2018 (July 2017-June 2018). In FY2019, surveys were conducted in 42 countries. Nearly all of the World Bank Group's client countries are surveyed in every three year cycle.
Abstract
The Country Opinion Survey in Sri Lanka assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Sri Lanka perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Sri Lanka on 1) their views regarding the general environment in Sri Lanka; 2) their overall attitudes toward the WBG in Sri Lanka; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Sri Lanka; and 4) their perceptions of the WBG’s future role in Sri Lanka.

Sampling Procedure
From June to August 2019, 613 stakeholders of the WBG in Sri Lanka were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the Office of the President, Prime Minister; office of a minister; office of a parliamentarian; ministries/ministerial departments/implementation agencies; Project Management Units (PMUs) overseeing implementation of WBG projects; consultants/ contractors working on WBG-supported projects/programs; local governments; bilateral and multilateral agencies; state-owned enterprises; independent government institutions; private foundations; NGOs and community based organizations; the media, private sector organizations; private financial sector organizations; faith-based groups; youth groups; academia/research institutes/think tanks; the judiciary branch; and other organizations.

Weighting
The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’15 (response rate was 50%, N=302). Data were weighted to reach the same stakeholder composition in two years, which allows for year comparisons. Stakeholder groups which were not present in both fiscal years were not included in the comparison. Respondents who belonged to the “other” stakeholder category were not included either. As a result, mean ratings, percentages of respondents, and the total number of respondents in both years are slightly different from those of the original data reported in the FY’15 COS report and the non-weighted data presented in appendices A, B, C and E. Respondents completed the the questionnaire with a representative from the local fielding agency, received the questionnaire via courier and returned it accordingly, or they received the questionnaires via online survey platform Qualtrics.
