The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Strategic Insights Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), 21 countries in FY2020 (July 2019-June 2020), 36 countries In FY2021 (July 2020-June 2021). In FY22, surveys were conducted in 25 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.
Abstract
The Country Opinion Survey in Thailand assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Thailand perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Thailand on 1) their views regarding the general environment in Thailand; 2) their overall attitudes toward the WBG in Thailand; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Thailand; and 4) their perceptions of the WBG’s future role in Thailand.

Sampling Procedure
From March to May 2022, 693 stakeholders of the WBG in Thailand were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the office of the Prime Minister; office of a Minister; office of a member of parliament/legislative body; employees of ministries/ministerial departments/ implementation agencies; Project Management Units (PMUs) overseeing implementation of WBG projects; consultants/contractors working on WBG-supported projects/programs; local governments; independent government institutions; the judicial system; state-owned enterprises; bilateral and multilateral agencies; private sector organizations; the financial sector/private banks; private foundations; NGOs and community-based organizations; professional/trade associations; faith-based groups; youth groups; academia/research institutes/think tanks; and
the media.
Response Rate
The response rate was 38%
Weighting
The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’19 (response rate was 52%, N=202). Comparing responses across Country Surveys reflect changes in attitudes over time, but also changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. In interpreting the findings of the past-year comparison analyses, however, the differences in stakeholder group representation (in particular, there was a much larger sample of media respondents in FY’22) as well as in respondents’ specialization (i.e., respondents in FY’19 indicated their primary specializations as “finance and markets” (25%), “macroeconomics and fiscal management” (16%), and “health, nutrition, and population” (12%) whereas respondents in FY’22 indicated “macroeconomics and fiscal management” (22%), “generalist” (10%), and “other” (10%)) should be taken into consideration when interpreting the results. That is, some changes in ratings over time may be partially due to changes in the respondents who completed the survey in FY’22 versus those who responded in FY’19. The distribution of respondent samples from the FY’19 and FY’22 Country Surveys used in the year comparisons analyses are listed in the table in the Methodology section of the survey report.
