4. Instructions for filling in Part C:
(a) The term "flat" includes flats in blocks of flats as well as the so-called duplex and simplex flats,
which in many cases are separate units. On the other hand, the so-called "cluster houses" which are
encountered in unit-forming buildings must, for census purposes, be regarded as semi-detached
houses.
