Rwanda L'univers de l'enquête est l'ensemble de la population et au niveau des sous-populations des femmes de 15 à 49 ans, des maris du ménage, des enfants de moins de 5 ans. Sample survey data Office National de la Population Pour des raisons de sécurité, certaines zones ont été exclues de l'enquête : il s'agit de 44 secteurs ruraux dans les préfectures de Byumba et Ruhengeri. Les zones exclues représentent environ 2,8 pour cent de la population rwandaise. De plus, l'enquête n'a pas été réalisée dans deux des quinze grappes sélectionnées à Byumba parce que cette zone était considérée à hauts risques et que I'ONAPO ne voulait pas exposer les enquêteurs aux dangers du conflit. Cependant, les ménages de ces cellules ne représentant qu'une très faible portion de l'échantillon, le fait qu'ils n'aient pas été enquêtés n'entraîne pas de distorsion significative de l'information. Face-to-face Après une formation d'environ trois semaines, six équipes, chacune composée de quatre enquêtrices, d'un agent chargé des mesures anthropométriques, d'une contrô1euse et d'un chef d'équipe, se sont chargées de la collecte des données pendant une p6riode d'environ quatre mois. Des missions de supervision étaient régulièrement organisées sur le terrain dans le but de renforcer, auprès des enquêtrices, les contrô1es peur garantir la qualité des données. La saisie des données se faisant parallèlement à la collecte, le service informatique produisait des tableaux de qualité des données permettant de mettre en évidence les erreurs les plus importantes commises par chaque équipe pendant la collecte. Ces tableaux constituaient, pour les superviseurs de terrain, un outil efficace peur signaler aux enquêtrices certains problèmes, omissions ou incohérences trouvées dans les données collectées. Les missions de supervision relayaient le travail de contrô1e permanent qu'effectuaient le chef d'équipe et la contrô1euse. Des missions de supervision étaient régulièrement organisées sur le terrain dans le but de renforcer, auprès des enquêtrices, les contrô1es peur garantir la qualité des données. Ces tableaux constituaient, pour les superviseurs de terrain, un outil efficace peur signaler aux enquêtrices certains problèmes, omissions ou incohérences trouvées dans les données collectées. Les missions de supervision relayaient le travail de contrô1e permanent qu'effectuaient le chef d'équipe et la contrô1euse. Malgré le climat d'insécurité régnant dans le pays au moment du travail sur le terrain, les résultats de l'enquête sont satisfaisants. A l'intérieur des 201 grappes de l'échantillon, on a sélectionné 6509 ménages, dans lesquels 6947 femmes éligibles ont été identifiées. Parmi les ménages sélectionnés, 6 368 ont été identifiés et 6 252 enquêtés avec succès, soit un taux de réponse de 98,2 pour cent. Parmi les femmes éligibles, 6551 ont été interrogées avec succès, soit un taux de réponse de 94,3. En ce qui concerne l'enquête auprès des maris, il a été décidé d'interviewer tous les maris présents dans un ménage sélectionné sur cinq seulement. Le choix d'un sous-échantillon de si petite taille répondait à des contraintes budgétaires, induites par l'arrêt, puis la reprise des activités de l'enquête. A l'intérieur des 1227 ménages sélectionnés pour cette enquête et pour lesquels l'interview avait été complétée, 715 maris ont été identifiés et 598 d'entre eux ont été enquêtés avec succès, soit un taux de réponse de 83,6 pour cent. Compte tenu de la petite taille de l'échantillon, les résultats concernant l'enquête auprès des matis ne constitueront pas un chapitre à part, mais seront présentés en même temps que les résultats concernant les femmes, et au niveau national seulement. On appelle erreurs de mesure les biais imputables à la mise en œuvre de la collecte et de l'exploitation des données telles que l'omission de ménages sélectionnés, la mauvaise interprétation des questions, soit de la part de l'enquêtrice, soit de la part de l'enquêtée, ou encore les erreurs de saisie des données. Quoique tout le possible ait été fait pour minimiser ce type d'erreur pendant la mise en oeuvre de I'EDSR, il est difficile d'éviter et d'évaluer toutes les erreurs de mesure.
