The survey was a co-operation project of the Department of Labour and the Norwegian Institute for Applied Social Science (Fafo). Fafo was the implementing agency for the study and contracted MarkData (Pty) Ltd to conduct the fieldwork for the study. A randomly selected person of working age in each household was inverviewed in more depth. Fieldwork was completed on 17th December 1999. In January follow-up interviews were done in problem areas or areas that could not be accessed during the initial fieldwork period.
