Unfortunately, the samples from FY14 and FY17 were quite disparate in terms of their representation of stakeholder groups and given the overall sample sizes, it would not be statistically sound to weight them to be more similar.  Hence, changes in responding between FY14 and FY17 may be due to actual changes in the country, but it is also possible that these changes are due, in some part, to differences in the respondents.
