Although the FY \u201914 and FY \u201917 COS recruited respondents from the same stakeholder groups, the samples from both years were quite discrepant in the number of respondents that responded from individual stakeholder groups, making it impractical to attempt weighting the samples to achieve approximate equivalence. Thus, it should be noted that differences between the two COS may be due to actual changes within the country, but could also represent changes in the respondent samples across the two years.
