First, while the 2019 World Bank Enterprise Survey covered only Bosaso and Mogadishu, the COVID-19 survey has been expanded to cover additional three cities - Baidoa, Beledweyne and Kismayo. Sampling for these additional cities followed the standard ES methodology of stratified random sampling and the universe of coverage is the same as the standard ES. Second, for Bosaso and Mogadishu, establishments that refused the follow-up interview or were unobtainable are replaced by establishments that were not part of the 2019 ES, selected from the same cell (combination of size, sector, and location) as in the ES. Further, for Mogadishu the coverage of the COVID-19 survey has been expanded by increasing the sample size for the ES firms (5 or more employees) compared to the 2019 ES, and by adding micro-enterprises. The baseline ES for Bosaso and Mogadishu contains a total of 250 interviews conducted from November 2019 through February 2020. For these two cities, the follow-up data can be merged with the baseline data set using the variable idstd. The follow-up surveys re-contact all establishments sampled in the standard ES. The dataset contains all observations from the standard ES with the variable eligibilitycode indicating the outcome after attempting to reach the corresponding firm. Establishments that have closed permanently are interviewed using a short questionnaire which is also available in the dataset. Reference to last completed month in data : May\/Jun. For interviews with baseline ES data, we include the median weights in the ES, denoted wmedian_ES. We also include, wmedian_COVID, recommended to be used for analysis and used to compute all other indicators. This weight is computed for those with and without ES baseline. For Bosaso and Mogadishu with ES baseline, the weight is computed by adjusting the ES baseline weight (wmedian_ES) to account for non-response in the follow-up. These sampling weights are adjusted by cell of stratification (combination of size, sector, and location). It assumes that businesses that could not be re-contacted (unobtainable) in the COVID-19 survey have exited the market. For interviews without baseline ES, this weight is computed in a standard way based on a similar assumption, namely that business that couldn't be contacted for the COVID survey are no more in operations.
