Also, this is a significant improvement compared to 2017, when the monitoring teams managed to cover only one-third of the recommended sample. UNHCR was able to monitor a higher proportion of houses in 2018 as compared to the previous year for two main reasons. First, to address the chronic lack of vehicles to conduct field visits, teams made a concerted effort to plan field visits in advance for times when vehicles would be available. Second, teams used the Kobo format of the monitoring form consistently and correctly, which eliminated the extra step of data entry and made the monitoring process more efficient.","coll_dates":[{"start":"2018-09-03","end":"2019-03-31","cycle":""}],"nation":[{"name":"Ukraine","abbreviation":"UKR"}],"geog_coverage":"Mariupol, Sloviansk and Severodonetsk, and Donetsk and Luhansk","analysis_unit":"Households","universe":"All 1374 repairs conducted by UNHCR between September 2018 and March 2019.","data_kind":"Sample survey data [ssd]","notes":"The study covered the following topics:\nGeographical characteristics of repaired shelter; beneficiary's information and protection assessment; vulnerability criteria; safety; technical assessments of buildings; satisfaction with repairs; access to basic services."},"method":{"data_collection":{"data_collectors":[{"name":"UN Refugee Agency","abbreviation":"UNHCR","affiliation":"UN"}],"sampling_procedure":"The monitored sample covers repairs completed in the geographic areas of all five UNHCR offices in eastern Ukraine (Mariupol, Sloviansk and Sievierodonetsk in government-controlled areas [GCA]; Donetsk and Luhansk in non-government-controlled areas [NGCA]).\n\nNonrandom sample (purposive), selected to comply with 3 principles: \n- to cover as many areas as possible to capture the different conditions in which house repairs are conducted, while giving priority to areas with difficult access and conditions\n- to accord priority to problematic cases (in terms of technical or protection-related issues)\n- to cover all types of repairs, but giving priority to interventions that have required high investments in terms of time and money (heavy repairs and reconstructions)","coll_mode":["Computer Assisted Telephone Interview [cati]"],"research_instrument":"The survey questionnaire\/ form consisted of the following sections:\n- Survey details\n- Location\n- Beneficiary's info\n- Technical assessment\n- Quality assessment\/ satisfaction level\n- Selection and vulnerability criteria\n- Safety\n- Access to basic services\n- Sustainability of the intervention\n- Other comments\/ important information","coll_situation":"The monitoring visits took place between September 2018 and March 2019 and were performed by teams composed of at least two members, one from the shelter team and one from the Protection unit.\n\nThe collection of the information was based on the standard Kobo Shelter Monitoring Form (is provided in the Documentation tab), which has two main sections, one focused on technical aspects, the other on Protection.\n \nAll visits were conducted also in accordance with the recommendations included in the Shelter SOPs (see Annex 4 of the report) and the dedicated guidelines (see Annex 5 of the report)."}},"data_access":{"dataset_use":{"contact":[{"name":"Curation Team","affiliation":"UN Refugee Agency","email":"microdata@unhcr.org","uri":"https:\/\/microdata.unhcr.org"}],"cit_req":"UNHCR (2021).
