The baseline data collection took place in two rounds - the teacher motivation survey from February to April 2015 and the classroom observation, student testing survey conducted from July to November 2015. Similarly, the midline data collection also took place in two rounds - the teacher motivation survey in April and May 2016 and the classroom observation, student testing survey from July to September 2016. The endline survey took place in Delhi from January to February 2017 and in Uttar Pradesh from July to August 2017. All phases of the study are documented here. v01: Edited, anonymous datasets for public distribution Randomized Trial, Education, India, Non-Financial Incentives, Teacher Motivation, Classroom Observation Analysis of Education, Education and Economic Development, General, Government Policy, Other This impact evaluation was conducted by IDinsight for STIR Education in Delhi and Uttar Pradesh in India, and was funded by a World Bank Strategic Impact Evaluation Fund grant. The study seeks to evaluate the impact of STIR's purely motivational, pedagogically neutral, teacher-focused model on student learning levels. STIR works with teachers in low-cost and government schools in order to improve student learning by empowering teachers to act as change-makers and to innovate to overcome challenges in the classroom. IDinsight conducted two three-armed randomized control trials. The study looks at outcomes from 180 Affordable Private Schools (APS) in Delhi and 270 government schools in the Raebareli and Varanasi districts of Uttar Pradesh. The study began in early 2015, and lasted two academic years. In addition to measuring STIR's impact in two different contexts, the study simultaneously tests two iterations of STIR's model in these two contexts. India One district in Delhi - East Delhi, and two districts in Uttar Pradesh - Raebareli and Varanasi District Sample survey data [ssd] IDinsight Computer Assisted Personal Interview [capi] Five survey instruments were used for this study: The Classroom Asssessment Tool, Facility Assessment Tool, and the Teacher Motivation Survey are provided in English and are available for download. The Student Testing Tools (Sample A and Sample B) are provided in Hindi and are available for download as well. In both Delhi and Uttar Pradesh, IDinsight field managers conducted daily debriefing sessions with the entire field team. During these sessions the field managers would bring up scenarios they had noticed during their visit to schools in the day and would ensure all enumerators were in agreement of how the scenario was to be interpreted. IDinsight Associates also conducted data audit checks on a daily basis on the data collected during the day. This helped identify outlier cases where it seemed that the data defied the general trends at both the survey and the enumerator level. Given the scale of field operations it was not possible for either IDinsight Field Managers or Associates to oversee each enumerator throughout the day. To help identify and prevent enumerators from collecting incorrect data, a number of checks were incorporated within the SurveyCTO survey form. Most of the checks were built in to appear randomly. This prevented enumerators from finding loopholes. Some of the checks built in were: random selection screens, photos, audio files, GPS coordinates, back checks, and timestamps.
