Participants were drawn from government institutions, bilateral or multilateral agencies, civil society organizations, the private sector, academia and research centers, and the media. Comparing responses across Country Surveys reflects changes in attitudes over time, as well as changes in respondent samples, methodology, and the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales\/options were analyzed. Comparing the stakeholder composition across both surveys, there were more respondents from the local government and private sector in FY26 compared to FY22, but fewer respondents from government principals, bilateral\/multilateral agencies, civil society, and academia.
