A blind person who can read and write Braille is considered to be literate. <br />b. A handicapped person who previously could read and write but because of a handicap is now incapable is considered literate. <br />c. A person who can only read but cannot write, or vice versa, is considered illiterate.</div><br /><br />Ask the Question "Can you read and write using the Latin alphabet?" If the answer is "Yes/able", circle Code 1. <br /><br />If the answer is "No", ask "Can you read and write using another alphabet such as Arabic, Chinese, Javanese or anothers?"
