Contoh: apabila pihak yang bersengketa memutuskan untuk melakukan konsultasi kepada Camat untuk menyelesaikan sengketa maka dianggap ada orang luar desa yang terlibat dalam proses penyelesain.
Tetapi apabila hanya pihak berwenang desa saja yang terlibat (seperti kepala desa atau pemimpin agama desa) maka dianggap tidak ada orang luar desa yang terlibat dalam proses penyelesaian.
