Persalinan oleh dokter atau bidan meliptui pertolongan persalinan oleh dokter umum atau bidan di Puskesmas. Termasuk di dalamnya pertolongan persalinan di rumah pasien oleh dokter Puskesmas atau bidan Puskesmas dalam rangka pelayanan Puskesmas. Tidak termasuk di dalamnya pelayanan persalinan yang diberikan oleh dokter/bidan Puskesmas dalam rangka pelayanan swasta dokter/bidan tersebut.
Puskesmas juga tidak tercatat memberikan pelayanan oleh dokter/bidan jika hanya memberikan pelayanan karena kondisi darurat atau kasus emergency.
