If EMPTYPE_WB _1=1, 4, 5, 7, 9 then code as 1

If EMP_CAT_1=1 and EMPSEC_1=1, 2 then code 11
If EMP_CAT_1=1 and EMPSEC_1= 3 and EMPFRM_1!=1 then code 12
If EMP_CAT_1=1 and EMPSEC_1= 3 and EMPFRM_1=1 then code 13

If EMPTYPE_WB_1=2, 3, 6 then code as 2
If EMP_CAT_1=2 and EMPFRM_1!=1 then code 21
