Measure of institutional development in 1996. This variables measures institutional development along six dimensions: voice and accountability, government effectiveness, rule of law, regulatory quality, absence of corruption, and political stability. The measure is a principal components indicator of these six components with a mean of zero and a standard deviation of one.
