Targeting of social change on the poor has become a priority in many countries in the past two decades in response to financial constraints and policy changes to improve the program's effectiveness in eradicating poverty. The Indonesian government has launched several large-scale anti-poverty program in recent years that have helped reduce poverty, such as cash transfer program (BLT) and the Conditional Cash Transfer (CCT) and the Health Insurance (Askeskin). Targeting improvements in these programs to ensure that program resources are limited in order to reach out to the poor rather than distributed to households afford, remains an ongoing challenge to ensure the efficiency of such programs.
Answering the need to improve the targeting of the results, the National Planning Agency (Bappenas) has asked the World Bank to provide technical assistance in learning how to plan a household targeting system better. research findings will lead the government's decision to develop new methods to identify poor households eligible to various assistance programs. This study is a collaborative effort between the World Bank Office in Jakarta (WBOJ), Central Bureau of Statistics (BPS), and academic researchers who joined the Jameel Poverty Action Lab (J-PAL) at the Massachusetts Institute of Technology (MIT)
Sample survey data
The unit of analysis are every household member, from every selected household collected general information regarding name, relationship with Head of household, sex and age.
This survey will also ask a number of questions regarding household consumption, as well as a wide range of household characteristics and participation in community activities. In each village will be selected one RT (RT) and in each selected RT will be interviewed 9 household, which one of it is the Head of RT household.

From each selected household collected information about the general state of each member of the household including name, relationship to head of household, sex, and age. There will also be asked a number of questions about household consumption, as well as a wide range of household characteristics and participation in community activities. In each village will be selected the Neighborhood (RT) and RT in each selected household is interviewed 9, where one of them is the head of the household RT.
