The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank's clients, partners, and other stakeholders across the globe in client countries.
The Public Opinion Research Group (PORG) surveyed 29 countries in FY2012 (July 2011-June 2012) and 41 countries in FY2013 (July 2012-June 2013). In FY2014, surveys were conducted in 42 countries. Nearly all of the World Bank's client countries are surveyed in three year cycles.

Three hundred and seventy two stakeholders of the World Bank Group in Kazakhstan were invited to provide their opinions on the World Bank Group's assistance to the country by participating in a country survey. Participants in the survey were drawn from the office of the President; the office of the Prime Minister; office of a minister; office of a parliamentarian; ministries, ministerial departments, or implementation agencies; consultants/contractors working on World Bank Group-supported projects/programs; project management units (PMUs) overseeing implementation of a project; local government officials; bilateral and multilateral agencies; private sector organizations; private foundations; the financial sector/private banks; NGOs; community based organizations; the media; independent government institutions; trade unions; faith-based groups; academia/research institutes/think tanks; the judiciary branch; and other organizations.
The stakeholders were selected from a database of contacts with whom WBG regularly interacts locally. Also, a local consulting firm, which distributed the questionnaires, had to contribute to 20% of the sample. The firm mostly provided contact information of non-government organizations that know about the World Bank Group or work with WBG.
When possible, responses from respondents completing 2014 country survey were compared to responses from 146 respondents (88% response rate) who completed the survey in FY 2003.
192 stakeholders participated in the survey (52% response rate).
The questionnaire is available in three languages: English, Russian and Kazakh. The survey was conducted in Russian and Kazakh.

An independent local research or consulting firm is hired to distribute and collect survey questionnaires on the ground. The World Bank Group has no interaction with potential respondents to ensure the independence of the process. Potential respondents receive questionnaires via courier, post or email (an independent, secure web platform). Data are sent back to the Public Opinion Research Group at the Bank’s headquarters in Washington, D.C., where analysis is done and reported.
In Kazakhstan, a local research company "Research Center" gathered data through face-to-face interviews, mail and email.
