The evaluation will have 1434 families in total in a two-phase delivery. This program was rolled out in 4 regions of Serbia (Vojvodina, Belgrade region, Region of South-East Serbia and Region of Sumadia and West Serbia). The first phase started rollout the first week of December 2020 covering 13 municipalities (Bac, Becej, Kragujevac, Niš, Odžaci, Pancevo, Požarevac, Sjenica, Smederevska Palanka, Svrljig, Valjevo, Vranje and Žabalj , The second group will started rollout in early March 2021 and covered 8 additional municipalities (Apatin, Golubac, Lazarevac, Majdanpek,Palilula, Smederevo, Velika Plana and Vlasotince).

Preschool institutions conducted recruitment of families with children ages 2-6 of their catchment areas by inviting them to participate in the parenting program. Interested families filled out an online enrollment form, providing information about their location, education level, main source of income, connectivity, number and age of children, preschool enrollment and language.
The sampling frame is the universe of families enrolled in the program. From this universe, families were randomly assigned into treatment and control arms. The unit of randomization is at the individual level. The sample was stratified by preschool institution, education level, income, and language.
After randomization was done, the research team created 6-10-families parenting groups within each preschool.
The program was rolled out in two phases. For the first phase the program implementation recruited a total of 1137 eligible families. Just before staring the implementation, 35 families dropped out and one preschool with 29 families also dropped out. Thus, the sample was 1073 families (265 treatment 1, 265 treatment 2 and 543 control). To have the expected total sample of 1440 , additional 361 families (102 treatment 1, 117 treatment 2 and 143 control) were recruited during second phase in February 2021. The final sample is 1434 families (366 treatment 1, 382 treatment 2 and 686 control).
The baseline sampling procedure was aligned to what was proposed in the research proposal.
Baseline data collection was done through one online form filled out by the families. It collected information about location, education level, main source of income, connectivity, number and age of children, preschool enrollment and language. The questionnaire/form is provided for download in English and Serbian.

Data collection was done virtually, via internet. Preschools participating in the program reached out to families from their catchment area through brochures, pamphlets, and social media. Interested families enrolled through an online survey (Microsoft Form) created by the World Bank team and revised by the implementation partner.
