    Abstract
    In 2014, the Federal Government of Nigeria (FGN) obtained financial assistance from the World Bank to support the implementation of the Youth Employment and Social Support Operation (YESSO). The support operation was in line with the World Bank and Nigeria’s commitment to poverty reduction by identifying and boosting capacity of poor households in Nigeria to access increased opportunities for youth employment and social service delivery. YESSO supported existing institutions, especially the National Directorate of Employment to help strengthen their capacities for poverty alleviation.

    The ‘Skills for Job’ (S4J) is one of the four components of YESSO which is designed to pilot a new approach to skills training with emphasis on demand-driven skills training. It provided technical and soft skills training to young people that would enable trainees to find sustainable jobs, and promote institutional capacity building and public-private sector partnerships. To test the sustainability of the S4J component of YESSO, a baseline survey was carried out between October and December, 2018 to serve as benchmark for impact evaluation (IE) of the S4J interventions.

    The survey took place in five Local Government Areas (LGAs) within three states:
    Bauchi state (Alkaleri and Ganjuwa)
    Cross River State (Ogoja and Obanliku)
    Kogi state (Okene)

    Sampling

    Sampling Procedure

    A sample frame of eligible youth beneficiaries was provided by the National Directorate of Employment (NDE). A two-stage sampling technique was adopted for the study. The first stage involved selection of 3 states namely, Cross river, Kogi and Bauchi, each from the south, middle belt and northern of Nigeria respectively. The three State had about 3,000 candidates for the program at the time of the impact evaluation. For the second stage, randomized assignment with stratification by gender and local government areas (LGAs) was used to place candidates into four groups.
    The random assignment of candidates in the treatment groups is as follows:

    1. Group T1: Youth beneficiaries of vocational and entrepreneurship interventions plus start-up grant
    2. Group T2: Youth beneficiaries of vocational, entrepreneurship and life skills interventions plus start-up grant
    3. Group T3: Youth beneficiaries of vocational, entrepreneurship, life skills and internship interventions plus start-up grant
    4. Group C: Control individuals with no interventions.

    Data was collected in person electronically using android-based tablets with GPS coordinates taken at the end of each interview. Surveys were translated from English to Hausa and back translated from Hausa to English.
