The impact evaluation in Niger includes 6,942 girls across 395 villages located in the regions of Dosso, Maradi, Tahoua, Tillabéry, and Zinder. The evaluation targets two key interventions: Safe Spaces, aimed at out-of-school or never-schooled girls aged 10 to 19, and Future Husbands Clubs, which engage unmarried young men aged 15 to 24 to address gender norms and early marriage. To construct the evaluation sample, the Ministry of Women’s Promotion and Child Protection, the National Institute of Statistics (INS), and UNFPA jointly established a list of 395 villages within the five regions, selected for their high rates of early marriage and low contraceptive prevalence. The number of villages surveyed in each region was determined proportionally to the regional population of girls aged 10 to 19. The selected villages were then randomly assigned to one of four groups: three treatment groups reflecting different intervention combinations or delivery modalities, and a control group receiving no intervention during the study period. This randomized design allows for rigorous measurement of the program’s impact across diverse demographic and geographic contexts.
The objective of the baseline survey was to build a comprehensive dataset, which would serve as a reference point for the entire sample, before treatment and control assignment and program implementation.
The data consists of responses from households to questions pertaining to:
The questionnaire administrated to girls contains the following sections:
The household questionnaire was administered to the head of the household or to an authorized person capable of answering questions about all individuals in the household. The adolescent questionnaire was administered to an eligible pre-selected girl within the household. The questionnaires were written in French and programmed on tablets in French using the CAPI program.

The main mode of data collection was the use of a structured questionnaire. The respondent was provided with coded answers from which to choose. These questionnaires were administered by enumerators who visited the homes of the participating households at a time convenient for the respondents.
