World Food Program - with funding from the United Nations Central Emergency Response Fund (UN CERF) and coordination support by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has implement anticipatory action (cash transfers) to address severe monsoon flooding in the Jamuna river basin of Bangladesh in 2024. WFP's Office of Evaluation has conducted an impact evaluation of these transfers with technical support from World Bank's Development Impact Group (DIME). This documentation includes the data collected from 3 rounds of of phone and in-person interviews with program beneficiaries.

The datasets include administrative data files and randomization data files that are needed to replicate the tables and figures in the working paper submission.
The study covers the following main topics:
Flood prone areas of Jamuna river basin in Bangladesh, including the following districts: Bogura, Gaibandha, Jamalpur, Kurigram and Sirajganj.

The list of beneficiaries was provided by WFP's country office and contained almost 90,000 people. From this list we isolated 300 villages which have a small size of between 25-60 households and reside in most flood prone districts, as ranked by WFP's country office. From each village 15 households were randomly sampled, with replacement list of 10 households provided for each village. The first round of data collection was conducted by phone, and thus only households with active phone numbers were surveyed. We do not think this biases the sample because all beneficiary households were verified to have active phone numbers linked to their bKash accounts, through which they were to receive the transfers. In the third round, households which were in the original 15 sampled households but did not have a valid phone number were also attempted. The list of beneficiaries was validated every year since 2022, by local NGOs contracted by WFP's country office. Those NGO's listed all households living in flood prone areas, such as near river banks, in the districts residing in Jamuna basin.
The response rates were as follows: 81% for Round 1, 77% for Round 2, and 93% for Round 3. Round 1 and 2 were done by phone and these response rates are very high compared to other surveys conducted over the phone by DECDI.

DIME has conducted high frequency data quality checks in all 3 rounds.
Rounds 1 and 2 were done over the phone with SurveyCTO CAPI method to record responses. Round 3 was conducted in-person also using SurveyCTO as CAPI software.
